Kiribati: Civil Registration and Vital Statistics Report 2012 - 2014

The Kiribati National Statistics Office together with the Kiribati Civil Registration Office and the Kiribati Health Information Unit published the Kiribati Civil Registration and Vital Statistics Report 2012 - 2014. The report presents statistics on live births, deaths and the causes of death based on administrative data provided by the country's Health Information Unit (HIU) of the Ministry of Health (MoH) and, in a few instances, the country's Civil Registration Office (CRO).

The United Nations Statistics Division (UNSD) defines civil registration as the continuous, permanent, compulsory and universal recording of the occurrence and characteristics of vital events pertaining to the population, as provided through decree or regulation in accordance with the legal requirements in each country. Civil registration is integral to the Indonesian government’s current poverty-reduction strategy, both for its ability to confer legal identity to citizens and as the principal source of the country’s vital statistics. Unfortunately, ownership of key civil registration documents, such as birth certificates and death certificates, remains exceptionally low, and governments are often unable to access timely, reliable, and comprehensive vital statistics.

Are well functioning civil registration and vital statistics systems associated with better health outcomes?

In this Series paper, the authors examine whether well functioning civil registration and vital statistics (CRVS) systems are associated with improved population health outcomes. They present a conceptual model connecting CRVS to wellbeing, and describe an ecological association between CRVS and health outcomes. The conceptual model posits that the legal identity that civil registration provides to individuals is key to access entitlements and services. Vital statistics produced by CRVS systems provide essential information for public health policy and prevention.

The completeness of death registration in Thailand: Evidence from demographic surveillance system of the Kanchanaburi Project

This study aims to assess the quality of mortality data from the registration system of Thailand. The study takes advantage of the Kanchanaburi Project by comparing the deaths found in the annual censuses to those recorded in the civil registration system in order to measure the level of under-registration. The age and sex pattern of death registration found in this study might be useful information in adjusting the data from this source.

Register-based statistics in the Nordic countries: Review of best practices with focus on population and social statistics

Over the years, the Nordic NSIs have presented a number of reports on producing statistics based on administrative sources. The purpose of the present report is to collect all main experiences in one document. The experiences in the Nordic countries are very similar, so it is possible to describe some "best practices" common to all countries. However, some examples from single countries are presented, and comparisons between countries are given when relevant.

Adjusting maternal mortality data for international comparisons: The case of vital registration systems

Register data on maternal deaths is adjusted in international reports to account for underreporting; however, there has been controversy around these adjustments. The objective of this article is to review the adjustment factors applied to maternal mortality register data. A literature review provided 72 studies on underreporting showing differences in the definition of maternal mortality. This has not previously been taken into account when calculating average adjustment factors.

China: Evaluation of the Completeness of Birth Registration in China Using Analytical Methods and Multiple Sources of Data

Births are registered and birth data are collected in China by different government departments, and the completeness and quality of birth data are heavily affected by the one-child policy irrespective of the involving departments. In this paper, data from population census, primary school enrollment and household registration system are used to assess the completeness of birth registration in China by employing three types of methods—linear regression, Brass /PF ratio method, and Preston integrated approach. The three types of estimation derived from multiple data are highly consistent.

P20 Initiative: Baseline report

In 2015, world leaders agreed the 2030 Agenda for Sustainable Development (Agenda 2030). Its goal is to end poverty in all its forms everywhere, with a specific target to eradicate extreme poverty by 2030 and a commitment to leave no one behind. Achieving these ambitions will be much harder than meeting the Millennium Development Goals. It will require a different mindset, and new ways of measuring and monitoring progress.

Birth Registration: A Comparative Report Prepared for UNICEF

The purpose of this report is to compare the legal frameworks governing birth registration in eleven jurisdictions. Birth registration is the process by which a child's birth is recorded in the civil register by the applicable government authority. It provides the first legal recognition of the child. The questionnaires have been prepared by lawyers from the UK and other jurisdictions performing desk based research. The questionnaires focus on the registration of births occurring within the relevant jurisdiction.

Improving registration practices

CRVS systems encompass the registration of births and deaths and the generation of vital statistics from these events. Improving registration practices provides a range of benefits. As part of the D4H initiative, countries will be supported to improve birth and death notification and registration through: use of enterprise architecture; establishing committees; reviewing legislation and regulations; and implementing standard collection forms.

Improving registration- best practice guidelines

Registration practices refer to all the actions that need to take place from the notification of an event, to its registration with the appropriate civil registry authorities, through to the issue of a certified document. Examples of best practice for birth and death registration include making it a legal requirement to register; no fee for registration; and clearly defining roles and responsibilities of various agents.

Improving national capacity, skills and knowledge is a critical component of any strategy to strengthen a CRVS system. Assessing the quality of death certification- Instructions for the online assessment tool

The Civil Registration and Vital Statistics (CRVS), Data for Health Initiative (D4H), at The University of Melbourne has developed an assessment tool to assess the quality of death certification practices through checking for the presence of common errors in death certificates. This can be used to assess the quality of death certification as part of routine assessment, or to assess the training needs of doctors in designing cause of death certification training.

ESCAP Resolution 69/15 (2013) Implementing the outcome of the High-level Meeting on the Improvement of Civil Registration and Vital Statistics in Asia and the Pacific

This resolution calls for ESCAP to convene a regional intergovernmental ministerial meeting on CRVS in 2014. In addition, among other things, the resolution reiterates the call for countries to conduct assessments of CRVS systems, supports the Committee on Statistics’ endorsement of the Regional Strategic Plan for the Improvement of Civil Registration and Vital Statistics in the Asia and the Pacific, and requests ESCAP to establish a regional steering group on CRVS.

This rapid assessment tool has been developed to accompany the comprehensive guide, and countries are advised to apply it before undertaking a full review of their systems. Characteristics, availability and uses of vital registration and other mortality data sources in post-democracy South Africa Paper

The value of good-quality mortality data for public health is widely acknowledged. While effective civil registration systems remains the ‘gold standard’ source for continuous mortality measurement, less than 25% of deaths are registered in most African countries. Alternative data collection systems can provide mortality data to complement those from civil registration, given an understanding of data source characteristics and data quality.

Birth Certificate Content Review

The New South Wales Registry of Births Deaths and Marriages (“the Registry”) is reviewing the content of birth certificates in Australia. This review is being undertaken for the following reasons: To examine changes in how birth certificates are used; in consideration of how birth certificates can best reflect the changing composition of families in Australia; and in response to recommendations of the Senate Community Affairs Committee inquiry into the Commonwealth’s role in former adoption policies and practices.
